LeashOSC is a package for VRChat avatars that gives you something to actually pull on!
So long as you can upload your own avatars, its as simple as dragging it onto the right bone, hitting upload and running the program. Switch on OSC in the radial menu and then it allows anyone who can interact with your physbones to pull you around like you are on an actual leash.
LeashOSC comes with a premade collar and program, making it easy to use. the collar uses unitys standard shader and has its own textures and normals.
(this program does not work on standalone quest as they cant run EXE files, but they can still play with it if a pc user is the one who has it on. For some reason it is forcing me to take the quest tag here.)
(a known bug is that getting pulled for over a second will lock the hands into the walking animation, this is an issue on VRChats side, consider going to this page to help get that fixed!)
